Yellow Paint is a resource that can be made in the Mill or Library. It is 10 Water and 1 Necrolily to make it in the Library. It is less water to make it in the Mill, only costing 5 Water. You can also get it from the Joker, by spinning its roulette. It ranges form 1-3 yellow Paint you can win in the Joker. It can also be obtained by exchanging a Halloween set.
